Emergency Broadband Benefit Program

The Federal Communications Commission has launched the Emergency Broadband Benefit (EBB) Program to help alleviate the financial strain caused by the pandemic.  The program is part of national efforts to connect households to work, information, education, and other critical services available online.

The program provides eligible consumers with $50 worth of assistance per month for home internet, cellular and Data-only Plans and a one-time discount of $100 for one tablet.

The EBB Program is subject to the availability of funds or six months after the Department of Health and Human Services declares an end to the COVID-19 health emergency, whichever is sooner. Subscribers will be informed when the EBB Program is discontinued.  The EBB Program is limited to one monthly service discount and one device discount per household.

A household can only get one benefit, not per person, for internet service. A qualified consumer cannot give their benefit to another person, if that other person qualifies.

Who is eligible

  • Customers who are currently on the Lifeline Program
  • Received benefits under the free and reduced-price school lunch program or the school breakfast program prior to the pandemic or before February 29, 2020
  • Experienced a substantial loss of income since February 29, 2020 that is documented by layoff or furlough notice, application for unemployment insurance benefits, or similar documentation and the household had a total income below $99,000 for single filers and $198,000 for joint filers in 2020
  • Received a Federal Pell Grant in the current award year

How to apply

Lifeline Program Subscribers

You or someone in your household may also qualify for the EBB Program if you meet one of the following requirements for the Lifeline Program:

  1. Supplemental Nutrition Assistance Program (SNAP) (Food Stamps) or
  2. Supplemental Security Income (SSI) or
  3. Medicaid or
  4. Federal Public Housing Assistance (FPHA) or
  5. Veterans Pension or Survivors Benefit Programs

Customers who do not receive any of the federal assistance above may still qualify for the Lifeline Program if their annual household income meets the income level requirements:

What documents are needed to apply for the EBB Program via National Verifier?

Required documents may include:

  • Proof of identity,
  • Proof of residential address,
  • Household worksheet,
  • Proof of emancipated minor,
  • Proof of program/income, or
  • Proof of life.
I am an existing IT&E Lifeline subscriber will I automatically be enrolled in the Emergency Broadband Benefit Program?

Existing IT&E Lifeline subscribers who want to participate in the Emergency Broadband Benefit Program must opt-in to the program by signing a consent form. There are four (4) ways you can opt-in to the Emergency Broadband Benefit program:

  1. Via your IT&E Online Billing account Products & Services – EBB Program
  2. Via the IT&E website: fill out the consent form, select acknowledge electronic signature and click submit

Can I apply for the Emergency Broadband Benefit Program even if I’m not a Lifeline customer?

Yes! If you are not a Lifeline subscriber, you can enroll in the Emergency Broadband Benefit Program by applying online with National Verifier. Then, present your approved email document to our IT&E store representative.

If I qualify for the EBB Program, when do I sign the Consent Form?

Qualified applicants who want to participate in the Emergency Broadband Benefit Program must opt-in to the program by signing a consent form.

No, the discount will not be applied to your account.

My child has been receiving FREE or Reduced-Price school lunch program prior to the pandemic or before February 29, 2020, am I eligible for the EBB program?

Yes, you may be eligible for the $50 EBB discount. Please apply at https://getemergencybroadband.org/ and present your approved document to any IT&E store.

My child started receiving FREE or Reduced-Price school lunch program due to the pandemic, am I eligible for the EBB program?

Unfortunately no, however you may still be eligible to receive the $50 EBB discount if you meet one of the following:

  • You are currently a lifeline customer;
  • Experienced a substantial loss of income since February 29, 2020 that is documented by layoff or furlough notice, application for unemployment insurance benefits, or similar documentation and the household had a total income below $99,000 for single filers and $198,000 for joint filers in 2020
  • Received a Federal Pell Grant in the current award year
If I am appling for a new Lifeline Program and received an approved qualifying email or notice, can I be enrolled in the EBB Program?

Then, you will be required to sign the EBB Program consent form to enroll in the EBB Program.

When will I see the Emergency Broadband Benefit Program discount on my billing statement?

The $50 Emergency Broadband Benefit program discount will be applied to the following billing statement once we receive all required documents and every month after that while funding is available.

What can the $100 discount on a tablet be used for?

The Emergency Broadband Benefit Program provides eligible subscribers a one-time discount of $100 on one tablet per household.

Can I opt to purchase only a tablet and not sign up for the internet or data-only service?

The Emergency Broadband Benefit Program requires that you have an active internet or data-only service plan to purchase a tablet with the $100 credit.

How will I know the Emergency Broadband Benefit Program had ended?

We will inform you via email.
